Incapable of handling flood insurance issues during Boulder County flood. Ella Washington was not capable of articulating where she could and could not help with flood issues. When pressed to help, staff was rude and denied service. They forgot who the customer is. Flood insurance handling is somewhat of a gray area between FEMA and the selling agent. Ella Washington agency was not prepared to handle relationship between agency and FEMA.
